政府利用多边会议作为实现国际政策目标的手段，有时是唯一的手段。无论是在联合国大会还是在气候变化谈判中，越来越多的工作人员发现自己在多边会议中的代表角色。本在线课程将帮助参与者提高作为会议代表的表现。课程的最后，他们将能够理解会议如何展开，解释非正式协商的重要性，以及最重要的是，能制定战略，以实现自己的目标。
课程怎样运作？
本课程将通过联合国训练研究所的电子学习平台进行教学，并且提供各类多媒体系统的支持。在课程的学习中， 学员可以自己调整学习进度并且可以在论坛中与其他学员交流想法。学员还可以和同行取得联系，包括联合国训练研究所的工作人员以及在线专家。在线专家是有多边会议经验的中国外交官。他将会跟进课程，并且随时回答学员的提问。本课程还有个人评估，用来检测学员对课程的理解。通过所有评估的学员将收到联合国训练研究所颁发的官方证书。
