The Asia-Pacific region has taken steps towards advancing global peace and securitysecurity that includes human security, economic security, humanitarian assistance, environmental security, cybersecurity and transnational crime, and regional cooperation to build resilience against disasters and climate change. Security is a priority thematic area under the Blue Pacific strategy. 

Leaders for a Free and Open Indo-Pacific: Sea and Human Security aims to provide agents of change from Pacific Island and Asian countries with the skills, knowledge and capacity to enhance and secure climate, social, economic, food and maritime security and establish a coordination mechanism across the Pacific.

The programme is free for participants and will be run by the UNITAR Division for Prosperity with financial support from the Government and the People of Japan.  

The programme is part of the Shimanami Collective initiative, a series of training programmes to build resilience against disasters and enhance sea and human security in the Asia-Pacific.

Learning Objectives 

By the end of the programme, participants will be able to: 

  • Analyse sea and human security frameworks and the roles of key stakeholders, including governments, NGOs, and intergovernmental organizations 
  • Address food insecurity through marine conservation, aquaculture, and agricultural initiatives while mitigating environmental and climate-related threats 
  • Explore strategies for promoting the Blue Economy, economic resilience, and inclusive growth in maritime environments 
  • Foster international cooperation and collaboration through diplomatic, legal, and institutional frameworks 
  • Demonstrate leadership, teamwork, and communication skills, drawing insights from Japan’s experience with sea and human security 

By the end of the programme, participants will develop and refine policy briefs and individual action plans that address challenges and needs in the Indo-Pacific and enhance regional resilience.

Programme Phases 
  • Phase I: Leaders and government officials from the public and private sectors will enrol in a self-paced online course to study general topics relating to sea and human security. Participants will also join webinars and have access to supplemental resources. 
  • Phase II: Selected participants will be invited to a regional in-person workshop. Participants will receive mentoring and coaching to refine their projects while enhancing their leadership and teamwork skills. 
  • Phase III: Top performers from Phase II will be invited to an in-person workshop in Japan, consisting of study tours, lectures and discussions with Japanese institutions, private companies, and entrepreneurs. The top six teams will be selected as UNITAR Shimanami Masterminds and invited to make final pitches at the conference.
