2011年東日本大震災及び2004年スマトラ島沖地震の惨禍が残した爪痕は非常に深く、すべての国にとって集合的な記憶となっています。特に、津波リスクの高い国々とっては、これらの震災及び津波の記憶は、将来的に起こりうる災害に備える上でも重要なものとなっています。
第3回国連防災世界会議及びその成果文書である仙台防災枠組み2015-2030は、災害による死亡率や被災者数の削減目標を掲げました。「防災における女性のリーダーシップ発揮」をテーマとしたハイレベル・パートナーシップ・ダイアローグにおいて、日本政府は、防災に対するジェンダーの視点を持つことは、ジェンダーの違いによって異なる能力や脆弱性に焦点を当て、防災や減災、そして災害から復興に取り組む上で非常に重要であると強調しました。
