Strengthening Delegates’ Skills to Successfully Negotiate, Draft and Adopt United Nations Resolutions

UNITAR Familiarises Participants with the Process of Negotiating, Drafting and Adopting United Nations Resolutions2 - 3 December 2014, Geneva, Switzerland – Member States of the United Nations have, among other duties, the responsibility to discuss, draft, negotiate and adopt resolutions at different UN organs. In the framework of its Core Diplomatic Training (CDT) activities, UNITAR's Multilateral Diplomacy Programme organized a two-day Workshop on Negotiating, Drafting and Adopting United Nations Resolutions in order to help members of Permanent Missions better understand this process. The workshop was designed to enable participants to contribute more actively to the negotiations taking place within the different organs of the United Nations while allowing delegates to represent their government’s interests in a more impactful way.

In the course of the two-day event, 17 participants became acquainted with the various documents issued by the different organs of the United Nations, the specific structure of these documents and their numbering as well as the process of drafting a UN resolution. The feedback received at the end of the training session was highly positive: All participants reported they found the workshop very useful and 93 percent would recommend it to their colleagues. The beneficial learning effects were also reflected in numerous individual comments. One participant affirmed the workshop was his “favourite UNITAR training!” and that “the facilitator was excellent!” while another declared “This training provided me with an ideal learning experience combining theory with real life examples and simulations”.

With the generous support of the People’s Democratic Republic of Algeria, UNITAR was able to award fellowships to diplomats from the Group of 77 to participate in this workshop free of charge. UNITAR is also very grateful to Jean-Marc Boulgaris, former Ambassador and Permanent Representative of Switzerland to the United Nations and other international organizations in Geneva, for conducting this workshop and sharing his extensive experience and knowledge with the participants
