The Multilateral Diplomacy Programme Unit (MDPU) designs and delivers the Institute’s core diplomacy training (CDT), consisting primarily of orientation briefings and short, intensive skills development workshops which benefit cumulatively some 2,500 diplomats yearly at the United Nations Headquarters and other venues where the Organization maintains a significant presence.

Parallel to CDT, MDPU develops and delivers training activities at country and regional levels in close partnership with governments, universities and selected international organizations. MDPU’s activities also include e-Learning courses; special projects, advisory services related to the curriculum development of diplomatic academies; and the development of other training tools and publications.

Background

MDPU is implementing a large scale project in Gulf Cooperation Council region, combining workshops and a hackathon. This initiative aims to harness the potential of artificial intelligence and digital tools to strengthen the modern rule of law. By mobilizing youth and leveraging cutting-edge technological solutions, the initiative serves to shape a more efficient, accessible, and future-oriented justice system.

A key pillar of the project is an international high-visibility communication and recruitment campaign primarily to recruit contestants, but also to raise awareness of the event and encourage public participation. To support this effort, MDPU seeks an individual contractor to lead the international marketing, digital outreach, and communication strategy.

Responsibilities

Under the supervision of the Training Assistant of UNITAR’s Multilateral Diplomacy Programme Unit, the individual contractor will lead the design and implementation of the international communication and outreach campaign. Duties will include, but are not limited to:

International Marketing & Outreach

  • Design and implement an international, high-visibility marketing campaign using social media, email campaigns, press outreach, interviews, Google Ads, LinkedIn, web ads, and television.
  • Develop written, visual, and digital content aligned with programme themes, participant recruitment criteria, and messaging provided by UNITAR.
  • Ensure all communication materials comply with UNITAR and MOJ branding and visibility requirements.
  • Define, track, analyze, and report on communication performance metrics, adjusting strategies to maximise reach, engagement, and contestant registration.

Participant Recruitment

  • Jointly design the online registration system (graphics, announcements, email templates, etc.) with the project manager.
  • Provide weekly updates on participant recruitment figures and recommend targeted communication interventions when numbers require a push.

Event Communication & Media Engagement

  • Prepare press kits, visual assets, and other communication materials for the workshop phase and the hackathon.
  • Lead international media outreach around key programme milestones (e.g. announcements, teasers, countdowns).
  • Produce communication materials for strategic partners, sponsors, and visibility reporting.
  • Provide communications support during major programme events, including media coordination and content capture.

Reporting

  • Produce a communications summary report outlining:
    • visibility and reach metrics,
    • media coverage,
    • participant engagement statistics,
    • digital analytics and key outcomes.
  • Provide recommendations to improve communication strategies for future editions.

Internal and External Coordination

The Individual Contractor will operate within a wider multi-stakeholder effort and will:

  • Conduct regular coordination check-ins with the DMD Training Assistant to review recruitment numbers and adjust outreach efforts.
  • Liaise with the implementing partner managing the regional/Qatar-focused campaign to ensure alignment between international and regional messaging.
  • Coordinate with MOJ via UNITAR's communication channels to ensure proper approvals, alignment, and branding.

The tasks assigned may be reviewed during contract period to reflect changes in programme needs and priorities.

Dates and Duration

Start date: January 2026. Exact date to be agreed upon with the selected candidate.

Duration: Five months. The contract is on a full-time basis. 

Minimum requirements

Eligibility Criteria

  • Education: A university degree (Bachelor’s or equivalent) in Communications, Marketing, Media Studies, International Relations, Public Relations, or a relevant field. An advanced degree (Master’s) is an asset.
  • Professional Experience: Minimum 5 years of professional experience in communications, digital marketing, or public outreach, preferably in an international or multi-stakeholder environment. Proven experience designing and executing large-scale, multi-channel marketing campaigns (social media, email, press, web ads, etc.). Demonstrated experience working with high-visibility or government-focused campaigns, or communications for international organizations, NGOs, or public-sector institutions.
  • Technical Skills: Strong proficiency with social media management tools, digital advertising platforms (Google Ads, LinkedIn Ads, Meta Ads Manager), email marketing tools, website and content management systems, basic design or content tools (Adobe CC, Canva, etc.). Ability to produce clean, compelling visual and written content. Ability to interpret analytics and prepare communications performance reports.
  • Soft Skills & Competencies: Strong coordination skills with the ability to work independently while aligning with guidance from UNITAR. Excellent written and verbal communication skills. Strong organizational and time-management capabilities.

Languages

A high standard in both oral and written English is required. Proficiency in Arabic is a strong asset.
