Background
The Early Warnings for All (EW4All) initiative aims to ensure universal protection from hazardous hydrometeorological, climatological and related environmental events through life-saving multi-hazard early warning systems, anticipatory action and resilience efforts by the end of 2027, as called for by the United Nations Secretary-General António Guterres in 2022.
Achieving this vision demands effective monitoring and evaluation (M&E) practices, which are crucial for guiding decision-makers, tracking progress, and demonstrating the real-world impact of early warning systems.
In line with this objective, the Early Warnings for All (EW4All) initiative has established a comprehensive M&E framework that includes a set of global indicators and a structured approach to results-based management. This framework is instrumental in capturing the effectiveness of early warning systems by aligning diverse projects and programmes with four core pillars: disaster risk knowledge, detection and monitoring, dissemination and communication, and preparedness and response capabilities.
Monitoring & Evaluation of Early Warnings for All e-learning course
The “Monitoring & Evaluation of Early Warnings for All” (EW4ALL) e-learning course aims to serve as a practical guide and resource designed to empower practitioners to set up and evaluate end-to-end, people-centered, Multi-Hazard Early Warning Systems (MHEWS).
This course provides an accessible yet rigorous platform for government officials, programme planners, M&E specialists, and other interested learners to become adept at applying the EW4All Logic Model and M&E Framework. Through a combination of theoretical insights, practical applications, and scenario-based exercises, participants will acquire the skills needed to contribute meaningfully to early warning efforts, ensuring that their work supports a safer, more resilient world.
