汚職は民主主義とグッドガバナンスを弱体化し、政策決定の過程をゆがめ、説明責任を果たさず、法の支配を脅かし結果的に様々な公共サービスの提供に支障をきたします。また、持続可能な開発の大きな壁となり、情勢不安、テロや反政府活動を引き起こす要因にもなり得ます。
特に法執行を担当する省庁や組織内における汚職は問題であり、国境を越えた反政府活動や犯罪組織の増加、地域コミュニティの治安悪化や経済崩壊につながります。法執行機関は公務員のロールモデルとして行動し、人権に配慮した法の支配と司法制度を国民に保証する必要があります。つまり法執行機関の能力強化が行政機関全体の強化につながるとも言えます。効率的かつ効果的な行政体制を構築し、テロや反政府活動を防ぐためには国際社会が法執行機関の汚職の原因を解明し、対処していくことが必要となります。
