Background

In July 2021, the UN General Assembly expressed concern about "the exponential spread and proliferation of hate speech" around the world and adopted a resolution to "promote interreligious and intercultural dialogue and tolerance to counter it". The resolution recognizes the need to end discriminatory and xenophobic rhetoric and calls on all relevant actors, including States, to increase their efforts to address this phenomenon, in accordance with international human rights law. The resolution proclaimed June 18 as a Day to Counter Hate Speech.

Event objectives

This initiative aims to promote strategies to identify, address and counter hate speech.

Content and Structure

This act to commemorate the International Day Against Hate Speech has been organized by CIFAL Málaga and the Movement Against Intolerance to deal with the amplification that hate speech is currently taking place around the world. During the celebration, it was highlighted that hate speech has become one of the most frequent methods of spreading divisive rhetoric and ideologies on a global scale. Hate speech can even undermine peace and development, as it sets the stage for conflict and tension, and for large-scale human rights violations.

Data from a study carried out by MCI within the framework of the European SafeNet project on the behavior of the main social networks in relation to hate speech have been offered. In addition, new legal and administrative resources have been highlighted both at a European level and at a national level to curb the impact of intolerance on the Internet.

Through various speeches, the event has made known the need to put an end to discriminatory and xenophobic rhetoric and the importance of all relevant actors working to curb the impact of intolerance.
