Summary
Established in 2022, the International Training Centre for Authorities and Leaders in Rwanda (CIFAL Kigali) was created in collaboration with the Rwanda Cooperation Initiative. CIFAL Kigali was created with a mission to become a global gateway for the development of knowledge exchange by serving as a hub for learning that promotes innovative development initiatives through national and international cooperation. CIFAL Kigali's objective is to provide a range of learning opportunities and facilitate knowledge sharing between public servants and leaders of Rwanda and surrounding countries, to strengthen capacities, improve the decision-making process and encourage sustainable development.

CIFAL Kigali Director
Ms Patricie Uwase
Ms Patricie Uwase is the Chief Executive Officer of Rwanda Cooperation, leading national efforts to advance South-South and triangular cooperation and strengthen Rwanda’s global partnerships. Prior to this role, she served as Minister of State in charge of Infrastructure, where she championed sustainable and resilient development.
A civil engineer by training, Ms Uwase has held key leadership positions including Board Chair of RwandAir and Vice Chair of Ultimate Developers Ltd, and has chaired regional transport bodies promoting connectivity and trade. She holds a Master’s degree in Civil Engineering from the University of California, Berkeley, where she delivered the 2015 student commencement address.
Driven by a passion for infrastructure, innovation, and inclusive growth, Ms Uwase combines technical expertise with visionary public leadership to shape Rwanda’s sustainable future.
