On 13-15 November 2018, the Togolese Public Administration School (ENA), UNITAR and UNDP held a national workshop aimed at strengthening the capacities of senior civil servants to lead the implementation of the 2030 Agenda and SDGs. This was the first national-level pilot of UNITAR’s toolkit “Policy cycle, integrated approaches and SDGs” targeted towards African Least Developed Countries (LDCs).

Piloting the “Policy cycle, integrated approaches and SDGs” toolkit in TogoThe three-day workshop commenced with opening speeches by Mr. Djifa K. Adjeoda, Director-General of ENA, Ms. Elena Proden, UNITAR, M. Damien Mama, UN Resident Coordinator in Togo, and Mr. Atissim Assih, Secretary-General of the Ministry of Public Administration. It has brought together Secretary-Generals from across various Government Ministries as well as several planning officers and the faculty of the Public Administration School or in total more than 50 participants.

Piloting the “Policy cycle, integrated approaches and SDGs” toolkit in TogoThe workshop was an occasion to pilot-test training materials from the toolkit developed by UNITAR in collaboration with other UN agencies and research centers in a national context. Some of the materials and methodologies had been previously used in a work-in-progress format in the context of regional events in 2017.

The “Policy cycle, integrated approaches and SDGs” toolkit is a collection of PowerPoints, exercises and manuals organized in 10 modules complemented by needs assessment and evaluation questionnaires needed for the organization of a successful training event. The toolkit uses the concept of the policy cycle to help identify bottlenecks preventing an effective alignment between planning, budgeting, monitoring and evaluation processes and discuss challenges faced by many African LDCs related to the transition to a programme budget and results-oriented implementation of public policies and programmes.

The toolkit aims to help strengthen 5 core competencies in public service, i.e., systemic, anticipatory, normative, strategic and interpersonal, with a view to promoting key SDG principles such as an integrated approach to decision-making and the “No One Left Behind” principle. Notably, the toolkit introduces the key concepts of a systems theory to improve the understanding of the dynamic nature of interlinkages between various dimensions and areas of the SDGs and identify “leverage points” or accelerators to help prioritize and ensure greatest impact. It also leverages the work of the UN system, OHCHR and UNDP on inequalities, discrimination and human rights-based approach to explain the meaning of the LNOB principle, recognize related data needs, introduce data collection principles and propose approaches to policy design.

Piloting the “Policy cycle, integrated approaches and SDGs” toolkit in TogoThe toolkit is intended for African countries, with a special emphasis on LDCs, and is available in French and English.

The workshop is facilitated by a group of national and international experts. National experts comprised the representatives of the Public Administration Ministry and School Mr. Assih, Mr. Konlani, representatives of the Planning Ministry Mr. Bamba, Mr. Meatchi, Mr. Paneto, as well as representatives of the National Statistical Institute INSEED and Association of Local Authorities. Among international experts having joined the workshop were Mr. Francois Fortier, Inter-regional Adviser and an integrated planning expert from the Division for Sustainable Development Goals, UN Department of Economic and Social Affairs (UNDESA); Ms. Mireille Linjouom, Regional Economic Advisor and an expert on financing strategies and programme budgeting from the UNDP Regional Bureau for Western and Central Africa, and Ms. Elena Proden, Specialist and an expert on SDG mainstreaming at the Strategic Implementation of the 2030 Agenda Unit, Division for Satellite Analysis and Applied Research, UNITAR.

Pilotage du dossier de formation « Cycles politiques, approches intégrées et ODD » au Togo

Du 13 au 15 novembre 2018, l’Ecole National d’Administration (ENA) togolaise, l’UNITAR et le PNUD ont organisé un atelier pilote ayant pour but le renforcement des capacités des hauts fonctionnaires à diriger la mise en œuvre de l’agenda 2030 et des ODD au Togo. Cet événement a offert une opportunité pour l’utilisation du dossier de formation intitulé « Cycle politique, approches intégrées et ODD » qui cible les pays les moins avancés (PMA) d’Afrique. Cet outil a été développé par l’UNITAR en collaboration avec d’autres agences des Nations Unies et centres de recherche.

Piloting the “Policy cycle, integrated approaches and SDGs” toolkit in TogoL’atelier, d’une durée de trois jours, a débuté avec les discours d’ouverture de M. Djifa K. Adjeoda, le directeur général de l’ENA, Mme Elena Proden, de l’UNITAR, M. Damien Mama, le coordinateur résident des Nations Unies au Togo et M. Atissim Assih, le secrétaire général du Ministère de l’Administration publique. L’activité a réuni des secrétaires généraux venant de plusieurs ministères gouvernementaux ainsi que plusieurs spécialistes de la planification et/ou membres du corps enseignant, pour un total de plus de 50 participants.

L’atelier au Togo fut la première occasion d’utiliser les outils d’apprentissage du dossier de formation entièrement complété dans un contexte national. Certains éléments du dossier avaient déjà été utilisées durant son développement lors des évènements régionaux en 2017.

Piloting the “Policy cycle, integrated approaches and SDGs” toolkit in TogoLe dossier « Cycle politique, approches intégrées et ODD » est un ensemble de présentations PowerPoint, d’exercices et de manuels organisé en 10 modules. Ces modules sont accompagnés par des questionnaires d’évaluation des besoins et d’évaluation d’apprentissage nécessaires pour réussir l’organisation et la mise en place d’une session de formation. Le dossier en question utilise les concepts du cycle d’élaboration des politiques afin d’aider à identifier les obstacles qui empêchent la fluidité entre la planification, la budgétisation et les processus de suivi et d’évaluation. Il aide à examiner les défis auxquels font face les pays les moins avancés d’Afrique, défis qui sont liés à la transition vers un budget-programme et vers une mise en œuvre des programmes et politiques publiques privilégiant l’obtention de résultats.

Le dossier vise à renforcer les cinq compétences fondamentales de la fonction publique - à savoir systémique, anticipatoire, normative, stratégique et interpersonnelle - dans le but de promouvoir les principes clés des ODD, tels qu’une approche intégrée à la prise de décision ou le principe « Ne laisser personne pour compte ». En particulier, le dossier introduit les concepts clés d’une théorie systémique qui permet d’améliorer la compréhension de la nature dynamique des interdépendances entre plusieurs dimensions et domaines des ODD ainsi que d’identifier des « points de levier », ou accélérateurs, qui aident à leur priorisation et ce faisant garantit un plus grand impact. Le dossier utilise les travaux issus du système des Nations Unies, du Haut Commissariat des Droits de l’Homme et du PNUD sur les inégalités, la discrimination et les droits de l’homme pour expliquer la signification du principe « Ne laisser personne pour compte », et plus spécifiquement ses implications pour les questions suivantes : les données nécessaires, les principes qui guident la collecte de ces données et les approches à l’élaboration des politiques.

Ce dossier de formation est destiné aux pays africains, avec une attention particulière pour les PMA. Il est disponible en français et anglais.

Les experts nationaux étaient composé de représentants des Ministères de l’Administration publique et des Ecoles, M. Assih, M. Konlani, des représentants du Ministère de la Planification M. Bamba, M. Meatchi, M.Paneta, ainsi que des représentants de l’Institut National de  la Statistique (INSEED) et de l’Union des Communes du Togo.

Parmi les experts internationaux ayant contribué à la formation étaient présents M. François Fortier, conseiller interrégional et expert en planification intégrée de la Division des ODD au Département des affaires économiques et sociales (DAES-ONU), Mme Mireille Linjouom, conseillère économique régionale et experte en stratégie de financement et budgétisation des programmes du Bureau Régional pour l’Afrique de l’Ouest et du Centre, PNUD, ainsi que Mme Elena Proden, spécialiste en intégration des ODD à l’Unité des approches stratégiques pour l’Agenda 2030, Division de l’analyse satellite et de la recherche appliquée, UNITAR.
