27-28 June 2024, San Salvador, El Salvador – UNITAR New York Office successfully holds the Regional Workshop on Treaty Law and Practice for members of El Sistema de la Integración Centroamericana (SICA), or the Central American Integration System. The workshop was conducted in partnership with the Permanent Mission of El Salvador to the United Nations and the Foreign Ministry of El Salvador, with the assistance of Dr. Jose Gustavo Guerrero's Diplomatic Institute. The workshop was facilitated by Mr. David Nanopoulos, Chief of the Treaty Section of the United Nations Office of Legal Affairs, and Ms. Evelyn Campos Sanchez, Legal Officer at the Treaty Section of the United Nations Office of Legal Affairs.
With 30 participants from various SICA member countries, the two-day programme started on 27 June with an opening ceremony featuring remarks by Ambassador Marco Suazo, Head of Office of UNITAR New York, H.E. Ms Luz Elena Núñez, Director of Dr José Gustavo Guerrero Diplomatic Institute, H.E. Ms Margaret Juan, Programme Coordinator at SICA, and a pre-recorded message by Mr Miguel de Serpa Soares, Under-Secretary-General and Legal Counsel of the United Nations.
Afterwards, the programme proceeded with various sessions facilitated by numerous UN experts. A session on the Practice of the Negotiation and Treaties Department was led by Mr Diego José Góchez Aragón, Chief of the Negotiation and Treaties Department, and followed by workshops by Mr David Nanopoulos, Chief of the Treaty Section, UN Office of Legal Affairs, throughout the afternoon wherein he covered the International Treaty Framework and the Mandate of the Treaty Section of the UN Office of Legal Affairs, the Role of the Secretary-General as Depositary of Multilateral Treaties, and the Depositary Practice of the Secretary-General of the United Nations.
The second day started off with a workshop on the Registration of Treaties under Article 102 of the UN Charter which was led by Ms. Evelyn Campos Sanchez, Legal Officer, Treaty Section, UN Office of Legal Affairs. Mr David Nanopoulos returned to speak about the Reservations and Declarations to Treaties followed by another workshop from Ms Evelyn Campos Sanchez but this time she covered Resources from the UN Treaty Collection website. The day ended with Mr Manuel Edgardo Lemus, Head of the Legal Affairs, General Secretariat of the Central American Integration System, leading a session on The Depositary Practice of the General Secretariat of the Central American Integration System.
The programme concluded with a closing ceremony and handing over of certificates to the facilitators and participants to celebrate the successful regional workshop which was attended by H.E. Mr Carlos Taiff Sandoval Reyes, Ambassador of the Republic of Honduras, H.E. Mrs Lina Eugenia Ajoy Rojas, Ambassador of the Republic of Costa Rica, H.E. Mr Rubén Estuardo Nájera Contreras, Ambassador of the Republic of Guatemala, Ms Sara Pakneya, Contract and International Affairs Officer of Panama and Minister Counselor Samadhi Julissa Fernández Guzmán of the Dominican Republic.
