22 September 2025, New York, USA – On 18 September 2025, the New York Office held a customised training programme titled Enhancing Competencies in Multilateral Diplomacy at the Permanent Mission of the State of Kuwait. Designed to strengthen the capacity of Kuwaiti delegates, the one-day course provided an in-depth orientation to the UN system and practical tools for effective multilateral engagement.

The programme opened with welcoming remarks by Mr. Faisal G. Al-Enezi, Deputy Permanent Representative of the State of Kuwait, and Mr. Marco Suazo, Head of the UNITAR New York Office, followed by the first module led by H.E. Dr. Angel Angelov, Consul General of Bulgaria in New York and former Deputy Permanent Representative to the UN. This session provided delegates with an overview of the UN Charter and its six principal organs, as well as the specialised agencies and bodies that comprise the broader UN family. Participants explored the historical trajectory of the Organization since 1945 and gained insights into the practical day-to-day work carried out across the system.

In the afternoon, the focus shifted to practical skills for negotiation and multilateral engagement. Mr. Vitorino Mello Oliveira, First Secretary of the Permanent Mission of Portugal to the UN, guided delegates through the essential tools and strategies for successful negotiation within the multilateral context. Through interactive discussions, participants strengthened their understanding of the dynamics of consensus-building, coalition formation, and effective representation in complex diplomatic environments.

The third module, also facilitated by Mr. Vitorino Mello Oliveira, examined ongoing UN reform efforts against the backdrop of the Organization’s 80th anniversary. Delegates reflected on the UN’s achievements and challenges over eight decades, while also considering forward-looking initiatives to enhance efficiency, transparency, and responsiveness to global priorities. This session underscored the evolving nature of multilateralism and the need for continuous institutional adaptation to meet emerging challenges.

The programme concluded with a technical module led by Ms. Susan Goard, Law Librarian and Training Coordinator at the Dag Hammarskjöld Library. Delegates were introduced to the processes of UN document retrieval and research, including practical tools for accessing and navigating the wide range of documentation that supports intergovernmental processes. This guidance was particularly aimed at strengthening delegates’ preparedness for their future assignments across UN committees and agencies.
