2 May, 2025, New York -- On May 1, 2025, the United Nations Institute for Training and Research (UNITAR) Office in New York organized a dedicated workshop for election officers, welcoming over 70 participants from Member States and UN departments. The session aimed to enhance participants’ understanding of the rules, procedures, and digital tools related to elections conducted within the UN system.

The workshop opened with welcoming remarks from Ambassador Marco Suazo, Head of Office at UNITAR New York, who emphasized the importance of the roles of election officers, strengthening institutional knowledge and ensuring effective participation in the United Nations’ electoral processes.

Following the introduction, a series of informative presentations were delivered by experts from key UN offices. Mr. Rommel Maranan, Associate Intergovernmental Affairs Officer, began with an overview of the principal organs of the United Nations and the elections conducted by the General Assembly. He provided valuable insight into the election processes for members of the principal and subsidiary organs, as well as other UN bodies. 

Ms. Emer Herity, Chief of the ECOSOC Affairs Branch, followed with a detailed presentation on the rules and procedures related to elections carried out by the Economic and Social Council (ECOSOC), particularly for its subsidiary and related bodies.

Ms. Vita Onwuasoanya, Senior Legal Officer in the Office of the Legal Counsel (OLA), then presented on the rules of procedure that govern elections, addressing key topics such as quorum, conduct of elections, and the various majority requirements needed for decision-making.

Lastly, Ms. Rezaun Mercy, Associate Expert in Intergovernmental Affairs and Programme Management at the General Assembly Affairs Branch, demonstrated the E-deleGATE Candidatures and Elections module, highlighting its functionalities and how it supports the management of candidatures and voting processes.

The second half of the workshop featured two experienced election officers from Permanent Missions. Ms. Rawa Zoghbi, Counsellor and Deputy Permanent Representative at the Permanent Mission of Lebanon to the United Nations, and Ms. Tessa Dikker, Election Officer at the Permanent Mission of the Kingdom of the Netherlands, shared practical insights drawn from their firsthand experiences. Their presentations focused on best practices, common challenges, and effective strategies for managing election responsibilities at the UN.

The session concluded with closing remarks from Ms. Amy Tianyi Zhao, Office & Projects Lead of the UNITAR office in New York, who thanked all the speakers and participants for their valuable contributions. The workshop reflects UNITAR’s continued commitment to supporting UN delegates and staff through high-quality training and capacity-building initiatives that strengthen institutional knowledge and multilateral cooperation.
