UNITAR and BADEA Organize Two-Week Training Session for Officials of the Ministry of Finance and Budget of Madagascar
21 October 2016, Geneva, Switzerland – UNITAR’s Public Finance and Trade Programme conducted a two-week training session for officials of the Ministry of Finance and Budget of Madagascar in Antananarivo (Madagascar) from 3 to 14 October 2016 with the support of the Arab Bank for Economic Development in Africa (BADEA).
The objective of the training session was to strengthen the capacities of the Ministry in three key areas: financial negotiation, management of public investment projects, and domestic debt management.
The Secretary-General of the Ministry of Finance and Budget, H.E. Mr. Alexandre Randrianasolo, opened the training session which was covered by national broadcast and print media. The training session was facilitated by former development banker and Senior Advisor at International Trade Centre (UNCTAD/WTO) Dr. Carlo Federico Cattani, and by the former Head of UNCTAD’s Debt Management and financial Analysis System (DMFAS) Programme Dr. Enrique Cosio-Pascal.
A total of 42 middle and senior level Ministry officials participated in the training session and received a Certificate of Completion from UNITAR. It is worth noting that 45% of participants were female officials, including the Director of Public Debt Management. The training session was very well received, with the vast majority of participants indicating that they were satisfied with their training, and that they would recommend it to their colleagues.
This training session forms part of BADEA’s technical assistance to Madagascar which aims at enhancing the effectiveness of BADEA operations in the country. Since 2013, BADEA and UNITAR are partnering to strengthen the human resources of African countries which are not members of the Arab League of States. To date UNITAR has successfully trained over 200 national government officials of Ministries of Finance and other institutions of anglophone, francophone and lusophone African countries with the support of BADEA.
