Over 3,800 registrations received by UNITAR in two months for four upcoming e-Learning courses have taken the UNITAR Public Finance and Trade programme team by surprise! Most of the registrations have come from the public sector (65%), followed by the private sector (18%), academia (10%), and civil society organizations (7%). In addition, the registrants (51% female; and 49% male) come from 18 Ibero-American countries (including Argentina, Bolivia, Brazil, Columbia, Chile, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Uruguay and Venezuela) . This extremely positive response from our target audience attests to the interest of finance-sector and trade officials in such training initiatives and confirms the advantage of e-Learning as a flexible training methodology through which professionals in full-time work can learn anytime, anywhere, and at their own pace.


As part of a broad project aimed at ‘Shaping the conditions for implementing capacity development activities in Ibero-America, and in Northern and West Africa’ which is financed by the Spanish Ministry of Foreign Affairs and Cooperation (MAEC), one component of this nascent initiative aims to strengthen the capacities of Ibero-American officials to address the challenges of globalization specifically in the areas of public finance, trade and intellectual property policy. Together with Ibero-American institutions and experts, UNITAR is taking stock of its existing training content with a view to conduct adapted and tailor-made training courses for Ibero-American nations. As part of Phase I, UNITAR expects to train between 650 and 800 finance-sector and trade officials through online training in 2009.

Over the next two months, UNITAR will be conducting the following four online courses for finance-sector and trade officials: 

  • Negotiating for Conflict and Dispute Resolution (June 15 – July 10, 2009). (As of 8 June 2009, we have received 878 registrations for this online course) 
  • International Negotiations: Practical Skills and Techniques (June 22 – July 17, 2009). (As of 8 June 2009, we have received 1,425 registrations for this online course)
  • Introduction to International Intellectual Property Law (June 29 – July 24, 2009). (As of 8 June 2009, we have received 787 registrations for this online course)
  • Fundamentals of Capital Market Development and Regulation (July 6 – 31, 2009). (As of 8 June 2009, we have received 721 registrations for this online course)

Already tested successfully in other regions, e-Learning is now being deployed by UNITAR to set up a harmonized and standardized state-of-the-art instructional design framework, applying methods and pedagogies to enable the enhancement of learning through methods and settings that respond to the needs of adult learners in Ibero-America. A unified catalogue of training activities will present UNITAR’s enhanced capacity to offer a variety of Spanish learning settings that respect international and national standards, and include, among others, distance learning; online learning; face-to-face learning; blended learning; self-learning; collaborative learning; and peer-to-peer learning.

This initiative will considerably increase UNITAR’s capacity to provide regular training services to its constituency in Spanish language.
