With support provided by the Swiss Development Cooperation, UN CC:Learn will be in a position to support three Pilot Projects on Strengthening Human Resources, Learning and Skills Development to Address Climate Change in 2011-2012.
To date some 30 governments have expressed their interest in participating as a pilot country. Interested countries are currently submitting applications for which the deadline is 31 March 2011. The three pilot projects will be selected by the CC:Learn Steering Group in mid-2011, with projects scheduled for implementation over 18 months in 2011-2012. In light of the significant interest already received, funding to support additional pilot projects is being sought from interested donors.
UN CC:Learn, the One UN Training Service Platform for Climate Change, is a collaborative initiative of 23 UN agencies, included in the “One UN Climate Action Framework” of the UN Chief Executives Board for Coordination (CEB) through its capacity development group co-convened by the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP). The Secretariat of CC:Learn is provided by UNITAR.
The pilot projects aim at supporting partner countries in taking a strategic, long-term and results-oriented approach to climate change learning in line with national priorities. The strategy development process will bring together concerned government ministries and stakeholders with the goal to identify and implement specific learning interventions and strengthen the capacities of national institutions to deliver climate change learning. The projects are directly linked to the implementation of Article 6 of the United Nations Framework Convention on Climate Change (UNFCCC) and the individual level capacity pillar of the UNFCCC Capacity Development Framework. They are based on the principle that relevant action needs to be country-driven, provide value to existing initiatives, foster a One UN approach to capacity development and be consistent with the 2005 Paris Declaration on Aid Effectiveness.
