OVERVIEW

UNITAR-SCYCLE is an independent Programme co-hosted by UNITAR and the United Nations University in Bonn (Germany). SCYCLE works to enable societies to reduce the environmental load from production, use and the disposal of ubiquitous goods and especially electrical and electronic equipment to sustainable levels by means of independent and both comprehensive and practical research providing more thorough fact bases for policy development and decision making. Therefore, SCYCLE activities are focused on the development of sustainable production, consumption and disposal patterns for electrical and electronic equipment, as well as other ubiquitous goods. SCYCLE leads the global e-waste discussion, is a member of the UN E-waste Coalition, and advances sustainable e-waste management strategies based on life-cycle thinking. http://scycle.info.

Research and capacity building

SCYCLE fosters solutions-oriented dialogue, cooperation, and consensus. Within this context, SCYCLE conducts research on sound management of problematic waste streams, assists governments in developing e-waste legislation and standards, fosters education, training, and capacity development of key stakeholders across the waste value chain; and facilitates and disseminates practical, science-based recommendations to the United Nations and its agencies, governments, scholars, industries, and the public.

This GEF project contributes to the sound management of unintentional persistent organic pollutants (u-POPs) and polybrominated diphenyl ethers (PBDEs) to reduce their emission from the industrial waste sector in Cote d’Ivoire.

GENERAL OBJECTIVES OF THE CONTRACT

The Consultant will lead the development of technical guidelines and capacity building materials, and will deliver trainings related to the sound management of persistent organic pollutants (POPs) and polybrominated diphenyl ethers (PBDEs) in e-waste, end-of-life vehicles and plastic waste sector in Cote d’Ivoire.

RESPONSIBILITIES/DESCRIPTION OF PROFESSIONAL SERVICES
  • Responsible for the development of technical guidelines on Best Available Techniques / Best environmental Practices (BAT/BEP) for the sound management of plastic wastes in Cote d’Ivoire;
  • Conduct research on the sound management of persistent organic pollutants (POPs) and polybrominated diphenyl ethers (PBDEs) in the industrial waste sector in Cote d’Ivoire, in particular in the e-waste and end-of-life vehicle sectors
  • Prepare training material on the sound management of e-waste, end-of-life vehicles and plastic waste in Cote d’Ivoire;
  • Responsible for the delivery of capacity building and training activities online or in Cote d’Ivoire (if travels are allowed) in French;
  • Proofread project documents and other publications as required;
  • Assist in the organization of workshops, trainings and meetings as required;
  • Maintain regular contact with the project partners and donor;
  • Perform other duties as may be assigned by supervisor;
  • Assist in the development of publications (e.g. Annual Reports, White Papers) by formatting publications in corresponding templates, registering publications as online- and in-print publications, posting publications to pertinent stakeholders etc.

SKILLS AND COMPETENCIES EXPECTED FROM THE INDIVIDUAL
  • Excellent project management skills;
  • Knowledge of life cycle analysis, circular economy;
  • Result-oriented, proactive, self-motivated and “hands-on” with the ability to prioritize work and multitask;
  • Demonstrable oral and writing skills in French [native language] and English [high proficiency], with an ability to convey complex ideas in a creative, clear, direct and lively style;
  • Able to work both independently and collaboratively;
  • Interpersonal and communication skills to interact effectively with people of different national and cultural backgrounds;
  • General computer proficiency (Microsoft Word, Excel, Outlook, PowerPoint).
REPORTING STRUCTURE

The incumbent will report to the Senior Manager SCYCLE.

Minimum requirements

a. Education

  • Master degree or equivalent in environmental studies, engineering, chemistry, or any other related science.

b. Work Experience

  • At least five (5) years of progressively experience in the waste management area and at least three (3) years in the international domain;
  • Experience in sound management of persistent organic pollutants (POPs) and polybrominated diphenyl ethers (PBDEs);
  • Experience in stakeholder engagement, preparation of publications, presentations and communications with external stakeholders;
  • Experience in capacity building and working with developing countries;
  • Experience in planning of work and pro/actively communicate to stakeholders.

c. Languages

  • Oral and written fluency in French (native speaker) and English (high proficiency)
REMARKS:

Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local laws. UNITAR does not reimburse Consultants for any taxes, duty, or other contribution payable by the Consultant on payments made under the consultancy contract.

The Institute does not provide or arrange life or health insurance coverage for Consultant, and Consultant are not eligible to participate in the life and health insurance schemes provided by the UN for its staff members.

This is a locally recruited post and no relocation allowances apply. The successful candidate will be employed under a local contract and will not hold international civil servant status nor is he/she a “staff member” as defined in the United Nations Staff Rules and Regulations.
