The Global Safe Mobility 4 All & 4 Life (SM4A4L) Initiative is a programme resulting from the collaboration between the United Nations Institute for Training and Research (UNITAR), the Fédération Internationale de l'Automobile (FIA), and the FIA Foundation. Together, these partners address road safety through training, capacity development, learning and research, with the ultimate aim of informing decision-making and public policy.
SM4A4L promotes cooperation between public and private stakeholders and decision-makers involved in the management of mobility and road safety, with the objective of achieving truly safe mobility for all road users, and throughout every stage of life. As a global impact initiative, it is inspired to leave a lasting legacy in developing countries by improving professional capacities and local commitment to road safety.
The SM4A4L Initiative:
- Provides FIA Clubs and road safety authorities with the tools to address the challenges they face
- Offers solutions to improve decision-making and the design of effective road safety strategies
- Generates a legacy and reinforces the commitment of public authorities to safer mobility
- Strengthens professional training and knowledge exchange across regions
Objectives
The Initiative works through three reinforcing channels:
- The strengthening of professional training and knowledge exchange between professionals, authorities, and FIA member clubs
- The creation of a global Community of Practice that connects experts across countries and regions
- The evaluation of results in project implementation to ensure measurable and lasting impact
Programme Components
SM4A4L is structured around three complementary components that together create a comprehensive cycle of learning, action, and collaboration:
Training
The Training component offers a Comprehensive Training and Talent Development Programme for professionals from FIA Clubs and local authorities in target countries and regions. It is built on a digital platform and learning campus designed to deliver both theoretical and practical content.
The training programme covers:
- A holistic, 360° perspective on Road Safety, the Safe System Approach, and Vision Zero
- A comprehensive catalogue of safe mobility best practices
- Continuous assessment modules for knowledge acquired throughout the programme
- Face-to-face sessions to reinforce learning and strengthen the community of practice
- Joint official certification from the UNITAR and FIA
Training Areas include:
- Area 1: Child Road Safety (Modules I–III): child road safety, school education, and safe school zones
- Area 2: Youth and Road Safety (Modules IV–V): youth-focused safety and awareness campaigns
- Area 3: Road Safety for Adults (Modules VI–XI): Safe System approach, human factors, vehicles, roads, corporate mobility
- Area 4: Road Safety for Seniors (Modules XII–XIII): older road users and awareness materials

Action
The Action component provides a mentorship, monitoring, and results evaluation programme for the implementation of road safety projects in target countries and regions. It translates training into tangible local interventions that deliver measurable outcomes.

- National technical guidelines for safe road infrastructure design (Guatemala)
- Child mobility and road safety policy reform (Peru)
- Motorcycle safety training and standardization (Costa Rica)
- Safe school zone interventions (Mexico)
- Youth and young driver education programmes (Uruguay, Chile)
- AI-powered fleet monitoring for work motorcyclists (Colombia)
- Interurban transport safety technology - SIGTRUP system (Bolivia)
- Digital road safety education platform - RD Seguro (Dominican Republic)
- National safe infrastructure mapping with motorcyclist focus (Argentina)
- Comprehensive driver evaluation for interprovincial transport (Ecuador)

In the Asia-Pacific region, the SM4A4L programme is similarly active, a capacity-building workshop held in Manila in March 2026 bringing together government authorities, automobile clubs, and road safety advocates from multiple countries. Projects in development span generational road education, AI-based safety monitoring, inclusive crossings for children with disabilities, and preventive health initiatives for elderly drivers.
Community
The Community component creates a genuine global network of professionals, experts in the design of public strategies and policies, and practitioners in the management of safe mobility plans and projects.
- UN Fellowship Programme: All participants attend a two-day in-person session for the graduation ceremony at the United Nations headquarters in Geneva, Switzerland
- Alumni Programme: A dedicated space for sharing knowledge, experiences, and challenges across countries and regions
This component ensures that the relationships and knowledge built through training and action are sustained over time, creating the conditions for ongoing cross-country learning and collaboration.
Project Fact Sheets
The SM4A4L Initiative produces detailed fact sheets for each national project, providing a concise overview of the problem addressed, the solution being implemented, and the expected impact. These documents serve as a reference tool for stakeholders, partners, and the public.
Each fact sheet presents:
- The Issue: the specific road safety problem the project addresses
- Our Solution: the approach and key pillars of the intervention
- Impact: projected and operational results
- Quick Facts: implementer, partners, beneficiaries, duration, and contact
