CIFAL Madrid was established in 2017 as a partnership between UNITAR and the Royal Automobile Club of Spain (RACE). CIFAL Madrid aims to benefit government officials and leaders around the world by delivering training that enhances the capacities of government officials and stakeholders on road safety. The CIFAL provides a range of learning opportunities on road safety management and to facilitate knowledge sharing between public servants and leaders from Spain, Europe, Middle East and Africa.

CIFAL Madrid Director
Dr. Antonio Lucas Garcia serves as the director of CIFAL Madrid. With proven expertise in the Road Safety field, holds a doctorate on the subject, a bachelor´s degree in Information Sciences from the Complutense University in Madrid and a degree in Advanced Studies of Road Safety from the University of Valencia as well as a Business Management and Road Safety Specialist from the Universidad Politécnica of Madrid. He is one of the five members of the Communication and Disclosure Committee of the Directorate of Traffic.
Earlier in his professional career, Antonio Lucas started as journalist in motor magazines. In 1998 became a Communications Manager at Comisariado Europeo del Automóvil, where he was responsible for external relations and road safety campaigns. In 2003 he joined the Royal Automobile Club of Spain (RACE) as Road Safety Coordinator, where he was coordinating for more than 10 years Road Safety activities within the developing programs, investigations and issuing reports in the area of accidents prevention. He has also represented RACE in different organizations such as the FIA in the EuroTEST, CRS and the EuroTAP working groups, allowing him to have an important international vision for the development of the launched project in Spain jointly with UNITAR. He is also member of the European Club Media Alliance of the FIA Region I.
Dr. Antonio Lucas was also teacher in the Master´s Course in Road Safety, communications and Mobility (Madrid City Council and University Juan Carlos I) and teacher on the postgraduate specialization course on mass media and road safety in the University Rey Juan Carlos. Prior to his current assignment, Dr. Antonio Lucas was the Head of Media Relations Manager, in charge of social media, magazines and contents in the Royal Automobile Club of Spain.
