In the 6 modules of this e-learning course, you will learn how to conduct risk analysis during strategic planning exercises, which expands humanitarian focus from acute and urgent needs to chronic vulnerabilities and exposure to future risks, stress, and shocks and helps integrate the reduction of extreme vulnerability into planning to facilitate recovery and aims to prevent new and reduce existing risk.
This course serves as as a tool to guide humanitarian action in adopting a risk-sensitive approach when planning humanitarian needs and responses. Making Cities Resilient: Developing Local Disaster Risk Reduction and Resilience Strategies
Over the past 20 years, disasters have affected billions of people, caused USD$ trillions of damage, and killed millions of people. Disasters have affected people living in developing countries and, in particular, the most vulnerable communities within these countries.
Particularly in the context of increased urbanization, the urban risk continues to rise. The vulnerability of cities to disasters is growing especially as poor people settle in high-risk urban areas. Unfortunately, the planning and development of cities have given little consideration to the consequences of hazards such as earthquakes, hydro-meteorological risks, and others. The implication of this reality is the need for countries to focus on creating a safer world for urban dwellers and developing a series of innovative approaches to build resilience.
On the basis of these needs, UNITAR in partnership with UNDRR has developed the e-learning course “Making Cities Resilient: Developing Local Disaster Risk Reduction and Resilience Strategies”.

Resilience of Local Governments: A multi-sectoral approach to integrate public health and disaster risk management
All communities are at risk of emergencies and disasters, including those associated with natural hazards, infectious disease outbreaks, conflicts, technological and other hazards. Particularly in the context of increased urbanization and climate change, frequency, severity and impact of disasters are crucial. The health, economic, political and societal consequences of these events can be devastating for developed and developing countries.
The Sendai Framework for Disaster Risk Reduction 2015-2030 and the Sustainable Development Goals (SDGs) recommend scaling up the implementation of holistic disaster risk reduction (DRR) policies and plans, as means to improve resilience to disasters globally (SDG 11.B).
The United Nations Office for Disaster Risk Reduction (UNDRR) and its Global Education and Training Institute (GETI), the World Health Organization (WHO) and the United Nations Institute for Training and Research (UNITAR) are offering this e-learning course to present the Public Health System Resilience Scorecard for Cities and the Health Emergency and Disaster Risk Management Framework as tools to integrate disaster risk management strategies and public health, while following a multi-sectoral approach.

High Visibility Enforcement Interventions: Law Enforcement to reduce road traffic crashes related to drivers using alcohol
Road traffic injuries claim more than 1.35 million lives each year with a disproportionate impact on health and development. They are the ninth leading cause of death across all age groups globally and the leading cause among young people aged between 5 and 29 years.
The adoption of policy and legislation on risk factors associated to traffic crashes- such as speeding, drink-driving, distracted driving, the use of helmets, seatbelts and child restraints, is essential to improve road safety. At the same time, strengthening the individual and institutional capacities of law enforcement officers and public officials to implement innovative interventions that reduce the number of road traffic injuries and fatalities related to drivers using alcohol is essential.
This e-Learning course developed with the support of Diageo aims to serve as a tool for government officials to help them design programmes and interventions that contribute to achieve Global Road Safety Performance Target 9: By 2030, halve the number of road traffic injuries and fatalities related to drivers using alcohol.

Anti-Corruption and Sustainable Development: Building inclusive and transparent societies for all
Corruption hinders sustainable development in all countries. In order to tackle its root causes and consequences as well as to find solutions for prevention, accountability and redress, the impact of mainstreaming knowledge is a powerful resource towards transforming the lives of individuals and societies as a whole.
Mainstreaming knowledge about this problematic pursues the transformation of discriminatory social institutions, laws, cultural norms and community practices, such as those limiting access to property rights or restricting their access to public space.
In this regard, at international level there is a common agreement on the need of suppressing and preventing corruption because of its negative impacts and its ripple effects for employment, leadership, decision-making at all levels, among other repercussions. Therefore, the creation of spaces to raise awareness represents an opportunity to enhance capabilities and share good practices towards a culture of learning.

Bridging gaps between theory and practice is essential to achieve Sustainable Development Goals. To this end, public policies are the formal means for landing obligations embedded in legal frameworks, as well as those voluntary commitments from different sources at the national and international level. Policies allow the cohesion and articulation of strategies to undertake concrete actions with an impact on collective welfare.
Therefore, the active participation of all actors involved is important to identify knots and points of convergence for strengthening synergies to achieve common goals. The creation of spaces for dialogue represents an opportunity to enhance capabilities and share good practices towards a culture of learning. It allows the fostering of competencies required by policymakers and practitioners to face different challenges through constructive responses.
The new coronavirus pandemic is having unprecedented impacts across the globe, especially on human health, social and economic activities. In this context, Governments are intensifying their efforts to combat the global spread of COVID-19 by enacting various measures to support public health systems, safeguard the economy and ensure public order and safety; as well as to ensure a resilient, green, and inclusive recovery, leaving no one behind. Likewise, entrepreneurs have looked for creative solutions not only to keep their activities afloat due to different challenges, that they have experienced but also to expand their businesses. The downturn in the global economy following this huge sanitary and health crisis represents unprecedented challenges but provides opportunities as well.
Within this groundwork, entrepreneurship plays a crucial role as one driving force for sustainable development. It is worth acknowledging its features as the “willingness and capacity to undertake conception, organization, and management of a new venture, accepting all attendant risks and seeking economic or social return as a reward.”1
Although the content of public policies should be developed and adapted to the needs of each country, according to their specific contexts, it is worth considering the existence of core elements for a comprehensive approach.
In this regard, capacity building on policymaking is needed to lead the way towards positive results, bearing in mind that neither national circumstances nor knowledge are static and can always be strengthened. Likewise, learning from experience contributes to overcome or at least mitigate the causes and effects of a wide spectrum of challenges. Given this background, the United Nations Conference on Trade and Development (UNCTAD) developed the Entrepreneurship Policy Framework and Guide of Implementation 2.0., based on its technical expertise and practical experience.
To complement this endeavour, UNCTAD joined efforts with the United Nations Institute for Training and Research (UNITAR) to develop the e-learning course Policymaking for inclusive and sustainable entrepreneurship. The development of this tool is part of the project “Global Initiative towards the post-COVID-19 resurgence of the MSME sector” financed by the UN Development Account and implemented by UNCTAD in cooperation with the UN Regional Commissions and DESA. The objective of the project is to strengthen the capacity and resilience of micro, small and medium enterprises (MSMEs) in developing countries and economies in transition to mitigate the economic and social impact of the global COVID-19 crisis. It is part of the UN Framework for the immediate socio-economic response to COVID-19.

International Migration Law
Strengthened migration governance is recognized as central to ensuring that greater human mobility is beneficial to communities of origin, destination and transit, and in protecting the rights of migrants.
Many conventions exist at the global and regional levels applying to those involved in the migration process, but these instruments are spread across various branches of law: labour, immigration, human rights, refugee, humanitarian, and criminal laws. This body of law is now commonly referred to as “International Migration Law” (IML). With the emergence of IML over the last decade, this course offers an opportunity to study these instruments from the exclusive perspective of international migration.
The overall objective of this course is to advance a better understanding of International Migration Law by providing a comprehensive overview of the international legal framework, the rights and duties of states and migrants and various aspects of law that impact migrants and the migration process.

Since the end of 2019, the world has been facing significant challenges due to COVID-19. As time has passed, this cross-cutting problem has presented adverse effects everywhere, no matter the socio-economic status of the region. In this context, the role of different stakeholders in decision-making processes varies significantly, and the future will require positive initiatives towards mitigating or even tackling the effects of the crisis caused by COVID-19.

Global Nutrition Targets Tracking Tool
In 2012, the World Health Organization (WHO) Member States endorsed six global nutrition targets for improving maternal, infant and young child nutrition, and Member States have committed to monitor their progress. The targets are vital for identifying priority areas for action and catalyzing a global response.
WHO’s Department of Nutrition for Health and Development (NHD), in collaboration with the European Commission and the United Nations International Children’s Emergency Fund (UNICEF), have developed a 2-hour e-learning course Global Nutrition Targets Tracking Tool.
It is a web-based tracking tool to assist countries set targets and monitor progress. It complements existing tools on nutrition interventions, impact and costing.

WHO Nutrition Guideline Development
This e-learning course explores the World Health Organization (WHO) guideline development process and is based on the WHO Handbook for Guideline Development (2nd edition).
The course introduces key groups and stages in the guideline development process, the Cochrane methodology to ensure recommendations are based on the best available evidence and the GRADE approach which ensures proper assessment of the quality of evidence. It also highlights and provides guidance on the inclusion of gender, equity, human rights and social determinants of health considerations.

The International Code of Marketing of Breast-Milk Substitutes
The International Code of Marketing of Breast-Milk Substitutes, adopted by the World Health Assembly (WHA) in 1981, and subsequent relevant WHA resolutions adopted since then (the “Code”) are an important part of creating an overall environment that enables mothers to make the best possible feeding choice, based on impartial information and free of commercial influences, and to be fully supported in doing so.
This comprehensive e-learning course and resource package has been prepared in order to reach as many people as possible in a cost-effective and sustained manner. It is intended to provide a comprehensive introduction to the Code, its contents, and ways in which it can be implemented and monitored. It does not, however, provide an in-depth training on development of national Code laws and regulations (e.g. legal drafting), or on establishing ongoing monitoring and enforcement mechanisms and processes. For such in-depth training, WHO, UNICEF and other partners, including the International Baby Food Action Network (IBFAN) (through the NetCode network), have developed tools and training which can also be found on the resources tab of the Nutrition Knowledge Hub.

Governance in Urban Sanitation
Nearly 40% of the world’s population still lacks adequate sanitation, which is directly in line with the Sustainable Development Goal 6: ensure availability and sustainable management of water and sanitation for all.
Developing access to sanitation services poses technical, institutional, financial and also social and cultural challenges. Major obstacles relate to governance deficiencies, especially the lack of adequate institutional framework. Other hindrances include the weak priority given to sanitation and the insufficiency of substantial investment in the sector.
Besides investment, sustainable solutions should also adequately address the other dimensions, especially institutional and financial aspects. It is thus essential to implement sustainable institutional arrangements ensuring the setting up of a political anchor for the sanitation sector as well as responsiveness to the demand, transparency and accountability to users, financial sustainability, and the involvement of all the actors in their area of expertise.

The course provides examples of decision making, delegation skills, managing people and resources, managing brainstorming sessions and so on. In addition, delegates get to practice giving short talks to their team or clients in order to improve their public speaking skills.

Over the last ten years, there have been massive changes in the field of public health. The funding levels available for various diseases have also increased. The net result has been the emergence of a much greater need for specific skill sets in areas such as Global Health, Procurement and Supply Chain Management (PSM), Leadership Management, and many other spheres, which are critical to operating effectively from a global perspective. Healthcare programs typically spend between 40 – 50% of the overall budget on public health commodities, therefore efficient management of the health commodities that are being distributed is of paramount importance.
There is a limited availability (largely due to affordability) for professional skill development programs which address the needs of public sector. Therefore, Empower School of Health and UNITAR provide a strong link between Public Health, Healthcare Management, and Procurement and Supply Management (PSM) addressing all the needed skill sets whilst still being affordable for low-income countries.
UNITAR and Empower’s Master of Science in Global Health Procurement and Supply Chain Management is being offered to students in 2 ways:
1. 24-month online programme – to all students who fulfill the required criteria
2. 12-month online programme – to students who have completed the Post Graduate Diploma in Global Health Procurement and Supply Chain Management from Empower School of Health.
The course prepares the participants for the world of procurement and supply chain of healthcare products. Students get growth opportunities, internships in Ministries of Health, UN agencies, donors' programs and international NGOs.

Online Post Graduate Diploma in Global Health Procurement and Supply Chain Management (in French and English)
The Post Graduate Diploma in Global Health Procurement and Supply Chain Management (PSM) is a 12-month online programme, specially designed by Empower School of health in collaboration with the United Nations Institute for Training and Research (UNITAR).This is a 12-month self-paced course and has 8 modules covering all key topics. For the last two months, the candidate works on a ‘problem-solution’ focused research project that is related to their own organization or country.
On completion of this course, the student will be awarded a joint diploma certificate from Empower School of Health and the United Nations Institute for Training and Research
The course is targeted at health professionals in public health programs (donors, government, NGOs, civil society, academia) and people interested in becoming supply chain/logistics professionals.
Candidates are required:
- To be able to operate confidently in both written and spoken English language.
- To be able to commit at least 25 hours per month over a period of 11 months.
- To have completed, at minimum a bachelor's degree in any discipline.
- Prior work experience is preferred, though not necessary.
